Three departments issue documents to support the development of the photovoltaic power generation industry
Recently, the Ministry of Natural Resources, in collaboration with the National Forestry and Grassland Administration and the National Energy Administration, issued the "Notice on Supporting the Development of Photovoltaic Power Generation Industry and Standardizing Land Management" (hereinafter referred to as the "Notice"), further supporting the development of green energy, accelerating the construction of large-scale photovoltaic bases, standardizing project land management, and strictly protecting the red line of arable land and ecological red line.
In guiding the rational layout of projects, the Notice emphasizes the connection between the development planning of the photovoltaic power generation industry and the national spatial planning, and encourages the use of unused land and existing construction land to develop the photovoltaic power generation industry. Each region should conscientiously integrate special plans such as green energy development planning with national spatial planning, and optimize the spatial layout of large-scale photovoltaic bases and photovoltaic power generation projects. Include it in the list of key construction projects in the overall land and space planning of cities, counties, and townships, and reasonably arrange the scale, layout, and development and construction timing of newly added land for photovoltaic projects. On the premise of complying with the "three zones and three lines" control rules, relevant projects can be included in the national spatial planning "one map" after feasibility study, as the planning basis for approving the new land use, forest and grass for photovoltaic projects.
In response to the acceleration of project land use procedures, the "Notice" clearly establishes a joint review mechanism for land use, forestry, and grass, and requires timely handling of land acquisition or leasing procedures. Local natural resources and forestry and grass authorities should establish a coordination mechanism for reviewing and coordinating the use of forest and grass for project land. For national large-scale photovoltaic base construction projects that meet the requirements of national spatial planning and use control and are included in the "one map" of national spatial planning, opinions and requirements for the use of forest and grass for project land should be put forward during project initiation and demonstration, Strictly implement the "Land Control Indicators for Photovoltaic Power Station Engineering Projects" and relevant regulations on the use of forest land for photovoltaic power stations, to ensure the reasonable demand for forest and grass for project land use.
